Petroleum Directorate

The Petroleum Directorate was established with the 2011 amendment of the Petroleum Exploration and Production Act and replaced the Petroleum Resource Unit (PRU), the Petroleum Ministry, and the National Oil Company.[1]

Responsibilities

The responsibilities and functions of the directorate are set out in the Petroleum Exploration and Production Act (2011).[2] According to the Act the Directorate:[3]

  • coordinates the award of licenses
  • negotiates the terms of the licenses
  • monitors, regulates and facilitates upstream activities on behalf of the state
  • develops regulations from the beginning of exploration to decommissioning

Managing the petroleum resources on behalf of the state, the Directorate reports directly to the President.[4]

Organisation

The Directorate is located in the office of the president.[5] It is headed by the Director General who is appointed by the President subject to approval by parliament and has the following functions:[6]

  • managing the day-to-day administration of the affairs of the Directorate
  • supervising the staff of the Directorate
  • preparing an annual report of the activities of the Directorate for the approval of the Minister who should lay it before the Parliament
