Uganda's draft legislation on the mid- and downstream sector of the petroleum industry, the Petroleum (Refining, Gas Processing, Conversion, Transportation and Storage) Bill, was tabled in parliament in February 2012.[1]

Oil refining and transportation, both of which are covered in the bill, have been the subject of scrutiny among civil society organizations for their potential social and environmental impacts.
